The location was used by Confederate Col. J.E.B. Stuart following the First Battle of Manassas. According to the summary graphic on the marker, the location in Mason District Park, called Mason’s Hill, is significant because Col. Edward P. Alexander built a signal observation tower with a six foot "astronomical glass" to observe Washington.

In addition to representatives from Fairfax County, descendants of the Bailey and Munson families are scheduled to attend. There will also be reenactors on horseback as well and in Civil War attire.

The dedication ceremony is free and open to the public. Light refreshments will be served.
