UPDATE: Fairfax County Police Arrest ATM Skimmer

Fairfax County Police have arrested a Falls Church man believed to behind putting skimmers on ATM machines in local hospitals.

Police charged Ioan Cicio, 39, Monday with three counts of possession of credit card forgery devices (skimmers), three counts of credit card theft, two counts of credit card fraud and one count of money laundering. Police said the investigation is ongoing.

“Detectives did an outstanding job of putting together extensive documents, numerous tips and video in this complex investigation; it was a tremendous amount of work,” Lt. Tony Matos, supervisor of the Fairfax County Police Financial Crimes Unit, said in a written statement.

In August and again in November a skimmer device was found on the same ATM machine at Inova Fairfax Hospital.

According to a press release, police found Cicio after he was identified in a surveillance video linked to one of the ATM cards compromised by the skimmer device. The card belonged to the Fairfax City Local 2702 Fire Association, police said.

Police said Cicio allegedly used the information from the card to buy gift cards from a Falls Church Home Depot, and then he purchased custom-made carpeting and high-end faucets.

When police searched Cicio’s home on Jan. 24, they reportedly found skimmer devices, cameras and computers.

More than a dozen people allegedly had their bank account information stolen by Cicio’s skimmers, police said.
