Planning Commission Approves Application for Brightview Senior Living Facility in Holmes Run

The assisted living facility would be located on Gallows Road, if the application is approved by the Fairfax County Board of Supervisors.

The Fairfax County Planning Commission last week approved an application for a new assisted living facility in the Holmes Run neighborhood.

Shelter Group, Inc. submitted an application to build Brightview Senior Living assisted living facility on Gallows Road last year.

The facility would be built on four lots of land, approximately 6.36 acres of land located in the Holmes Run neighborhood at 3444, 3450, and 3454 Gallows Road.

The single-family homes currently on each of the four lots will be razed. About 1 acre of Gallows Road, not included in the six acres, will also be cut out to create a residential lot.

During a presentation to the Mason District Land Use Committee in August, Senior Development Director Andrew Teeters said the facility would have 95 rooms, 23 of which would be "memory care" apartments, and the facility would include a café, library, fitness center, multimedia room and computer center.

According to the latest staff report from Jan. 28 discussed at last week's meeting, the facility would be 55,432 square feet and include 104 beds (26 units for memory care) with 63 parking spaces, 28 employees and a stormwater detention pond near Aston Street. It was also noted during the meeting that Shelter Group has agreed to use LEED-certified building materials to construct the facility.

Planning staff said the application meets the rules and conditions of the special exception and recommended the application for approval prior to the hearing so long as Shelter Group agrees to move a loading dock to the rear of the building and fix issues with transitional screening planting along the property.

The six speakers at the meeting asked the commission to reject the application, over concerns about declining property values, increases in traffic volume, pedestrian safety of the students at Woodburn Elementary School, and environmental and stormwater concerns.

The application will now go in front of the Fairfax County Board of Supervisors at a later, yet to be determined date.
