Public Hearing Scheduled for Proposed Concrete Mixing Plant in Springfield

The plant, which would be located in Shirley-Edsall Industrial Park, would produce and deliver concrete.

Titan America will present their application for rezoning and special exception to build a concrete mixing and batching plant to the Fairfax County Planning Commission on Thursday during a public hearing.

The plant would be located at 6600 Electronic Dr., on the Southern Ironworks property in Shirley-Edsall Industrial Park in Springfield. 

The construction of the plant would take place in phases. If built, the plant would be operational 24 hours a day, but deliveries would only occur between 6 a.m. and 6 p.m. Monday through Friday, according to a staff report. About 20-30 personnel would be on site during those hours.

The application also states that noise levels would not reach higher than 80 decibels, which is comparable to the sound of the garbage disposal or dishwasher.

The application RZ 2012-MA-012 is to rezone two sections of property near I-395 off of Edsall Road from C-8 and R-2 to I-6 district. Andrew Painter, a representative for Titan America, said the company only needs approval for the special exception SE 2012-MA-011 application to build the plant. The application also asks for an increase in building height from 75 feet to 85 feet.

The public hearing will be held at 8:15 p.m. in the Board Auditorium of the Fairfax County Government Center located at 12000 Government Center Parkway in Fairfax. Residents can sign up to speak by registering in advance or calling the Office of the Clerk to the Board at 703-324-3151.
