This is was an easy review as I love Pho and sadly Hoa is the worst I have ever had. The broth sucks, the noodles are soggy, and the meat... well who knows what 4 legged animal it came from. I speak from experience because I have been to just about every Pho in a 5-mile radius. Tragically, the best Pho in the area recently closed so choosing a favorite is simply a battle of lesser of many evils. If you want the best I would say Eden Center otherwise just go to Pho Hot next to Safeway, it's not the best, but it will do (I wouldn't recommend the bubble tea though)
