Developer Seeks to Rezone Peace Valley Lane Property, Build Seven Homes

Residents continue to oppose the proposed number of homes for the 1.89-acre property located in Falls Church.

The Peace Valley Lane property located in Mason District could be rezoned from R-3 to PDH-4, allowing up to seven homes to be built on the land, if an application by The Concordia Group is approved by Fairfax County. The application for the rezoning of the 1.89-acre lot at 3236 Peace Valley Lane in Falls Church was addressed at the Mason District Land Use Committee (MDLUC) meeting at the Mason District Governmental Center on Tuesday evening where Will Collins, owner of the Concordia Group, shared details about the proposed seven homes to be built on the property. “It’s my hope that the proposed plan addresses the concerns raised in the comprehensive plan process,” said Collins. This developer is proposing percolation trenches (i.e. ditches with some rocks) to deal with the overwhelming infill development he is going to put in here. All this will do is send the water downstream to the existing neighborhoods, (because this property is elevated), and into areas already prone to water issues. Against Wishes of HOAs, Board of Supervisors Approves Peace Valley Lane Plan Amendment

The vote was unanimous following Mason District Supervisor Penelope Gross' recommendations after a public hearing on Tuesday.

The Fairfax County Board of Supervisors unanimously voted to approve the S11-I-B1 Peace Valley Lane property plan amendment following a public hearing about the property on Tuesday. Following the testimony of eight speakers, Mason District Supervisor Penelope Gross recommended the board adopt the Fairfax County Planning Commission’s recommendation of the plan amendment that allows an option for residential use of up to three to four dwelling units per acre and up to seven single-family detached homes. The option would also limit access to the property from Leesburg Pike only, not Peace Valley Lane. “Change is hard, yet it is ever present in our lives and our task is to manage it,” said Gross. Planning Commission Defers Peace Valley Lane Decision

The commission will decide next week whether to approve the plan amendment for the 1.89-acre lot in Mason District.

Update April 27 8:02 a.m.: The Fairfax County Planning Commission approved the S11-I-B1 Peace Valley Lane property plan as it was amended during its regularly scheduled meeting on Thursday, April 26. Despite the Mason District Land Use committee's vote against the development and opposition from residents and community organizations such as the Mason District Council, the vote to approve the amendment was unanimous. “I know everyone’s not happy, but you try to do the very best you can,” said commissioner Jane Hall, who represents Mason District on the committee. “I’ve often said that land use is not a popularity contest. Peace Valley Lane was once an African American enclave of small farms and orchards that was redeveloped in the 50' and 60's after condemning the home of these African Americans. the original Peace Valley Lane went over a mile down to the stream at the bottom of the hill that comes before the Congressional School on Sleepy Hollow.
